Tributes are residents of the districts of Panem who are forced to participate in the annual Hunger Games. Except in special cases, such as for Quarter Quells, twenty-four children between the ages of 12 and 18 are chosen. Every district must give two tributes, a girl and a boy.

Choosing the Tributes

Each year, all children aged 12 through 18 are separated into their respective age groups and herded into an appointed area. There are two bowls, one for the boys and one for the girls, that have the children's names in it. Some children have one slip with their name on it, while others have many more, depending on how much tessera they have taken.

Every child must enter, there is no choice.

The district's escort picks a name out of each of the glass jars, and whoever is chosen become the new tributes.

Volunteering

In some districts, particularly 1, 2, and 4, so called "Career Tributes" who have been training all their lives volunteer to participate. In poorer districts like District 12, the Hunger Games are equivalent to death, therefore the volunteering regulations are rusty and old.
